This page and tabs are dedicated to the vulnerable elderly and the youth, one of the five rightsholder groups within Voice. We have tabs for GRANTEES working with this rightsholder group, CALLS for PROPOSALS dedicated to it and all LINKING & LEARNING efforts – which includes blogs, vlogs, and articles relating to this group.
The ABOUT page gives you a small introduction to the vulnerable elderly and youth. This includes some general statistics; the status from the three context analyses Voice has done, combined with some external resources that you may find interesting. Out of the five rightsholders groups, all of us will be, have been or currently part of this group. Using the UN definition of being between 15-24 years old, the youth comprise 15.77% of the world’s population with Niger, Uganda and Mali having some of the youngest population in the world.
The youth, unfortunately, makes up 45% of the global population living under two dollars a day. They are also not well-represented in government, political parties and development. A young population bodes well for a country’s future development but this needs to be coupled with more equitable access to resources and social services. Stella, an Empowerment Grantee from Laos, developed a social incubation platform that specifically targets youths from ethnic minority communities. The process enabled young participants to create their own business plans, a skill they continue to use even though their initial ideas did not succeed. Another example is AKATIGA, an Innovate and Learn grantee from Indonesia, who is working to bring together youth innovations on farming. They were able to influence local government to provide arable land to several youth groups where they can transfer these innovations in their own villages.
Conversely, the elderly or senior citizens are still a relatively small group at approximately 5% of the population. Yet as life expectancy continues to increase, more of us will be able to live out our senior years. HelpAge International estimates by 2050 one in five people in developing countries will be over 60. More than 100 million older people live on less than a dollar a day and 80% of those live in developing countries with no regular income to support their livelihood. This creates a need to put in place social safety nets and other support policies for both the elderly today and tomorrow. Over the course of two Empowerment grants, PPSW Jakarta from Indonesia has been working with the city’s health centres in order to access much-needed health services and train staff to be more elderly-friendly. Many of the project participants were informal sector workers who were not able to save money for their retirement. Similarly in the Philippines, Influencing grantee COSE has been organising older people’s associations to strengthen their role in making social protections more accountable to their needs. This includes tracking how budgetary allocations dedicated to senior citizens are spent at the local level.
A trend we’re seeing among the grantees is a focus on fostering connections between youth and elderly. In Kenya, TICAH has been bridging a communication gap between the youth and the elderly of 2 communities: the pastoralist Maasai and the coastal Mijikenda. Each community tackled different issues but both aimed to see how present needs and tradition can coexist together. Another example is Empowerment grantee YMCA from Cambodia who seeks to address the social isolation of the elderly through regular visits from students studying social work. The youth gain a better understanding of what they’re studying, while the elderly receive the attention and care they need.

Grantees
This page highlights those grants disbursed to groups and organisations working with elderly/ older persons as well as the youth in and across all Voice focus countries. From pushing for inclusive policy changes, a poem demystifying who an elderly is, to youth championing and advocating for elderly rights, this page captures all the partners pushing for this equality agenda.
We have noticed how intergenerational linkages are ensuring that everyone’s voice is at the right table. Please note that this can also be done from an intersectional perspective, for example young differently abled youth or elderly LGBTI persons.
