This project will operate in the three municipalities of the Illéla department (Badaguichiri, Tajaé and Illéla) in the Tahoua region. the objective of this project is to promote the civic participation of elderly people in the Illéla department in the management of local affairs in their areas through the creation of inclusive dialogue platforms. This initiative will also consist in reducing the marginalisation of older people by focusing exclusively on the promotion and enhancement of the human potential of older people. This is to motivate their citizen participation in development reform actions. In this regard, the NGO C#ur Citoyen will carry out advocacy /lobbying actions with local government and private structures in the project’s intervention area through awareness-raising workshops and training sessions on the need and importance of collaborating with older people for inclusive, endogenous and participatory development.

Project
This project will intervene in the three communes of the department of Illéla (Badaguichiri, Tajaé and Illéla) in the Tahoua region. The objective of this project is to improve the community participation of the 21 women municipal councilors of the department of Illéla in the management of local affairs in their areas through the creation of communal consultation and inclusive frameworks. This initiative will reduce marginalization and social inequalities, while focusing exclusively on the involvement of women in local affairs. The aim is to motivate their civic and community participation in decision-making bodies and in development actions. This project is also based on the lessons learned from the previous project carried out by the NGO CŒUR CITOYEN with funding from VOICE, through Oxfam in Niger, in this department with elderly people as rights holders. It should be noted that among these rights holders, more than half of the women members of the three (3) communal consultation and inclusive frameworks (Cadres de Concertation Communaux Inclusive (CCCI)) are found in the present councils of the said communes. This link of similarity will favor the effective implementation of this project with much more efficiency and expertise. The NGO CŒUR CITOYEN will put in place, at all levels of the project,useful mechanisms for the proper functioning of the communal consultation frameworks of women municipal councilors, to train them and equip them during the course of the project. These women will work with all the development actors, notably the former consultation frameworks of the NGO, people living with disability, and several young women in the influence of these frameworks. They will also broadcast on community radio stations and organize quarterly cleanliness campaigns in collaboration with women’s groups in each commune. The communal consultation frameworks of women communal councilors will also bring the voices of their sisters to the communal authorities in order to improve their living environment, as this project will give them the opportunity to play a very influential role in all social and political actions in their area.
