Tomás Alberto Chang Pico
Knowledge Management & Reporting Officer
Tomás Alberto Chang Pico (he/him) is an experienced lawyer specialising in international law and development. Originally from Caracas, Venezuela, he has lived and worked in diverse countries, including Costa Rica, the USA, Spain, and currently, the Netherlands. His extensive career includes key roles with international NGOs and philanthropic foundations, such as Hivos, Oxfam Novib, Laudes Foundation, and Free Press Unlimited. Through these positions, he has provided strategic, technical, and organisational guidance to civil society organisations across Europe, Latin America, Africa, and Southeast Asia.
Tomás’ work spans multiple sectors, including public health, social inclusion for marginalised communities, and the protection of journalism and free speech. He currently serves on the Board of Directors of the International Drug Policy Consortium (IDPC). After serving as Global Project Officer for Voice during its first phase, he now rejoins the Voice Global Coordination team as a Knowledge Management and Reporting Officer to assist with the programme’s closure.
He holds a law degree and a B.A. in Liberal Arts from Universidad Metropolitana in Caracas, an M.A. in International Law and Settlement of Disputes from UPEACE, and an Erasmus Mundus M.A. in Public Policy and International Development from Erasmus University Rotterdam and IBEI.
