    The Conserve Indigenous Peoples Languages Organisation (CIPL) is an indigenous people-led organisation that aims to ensure that leaders of the indigenous community own the community’s communication and media activities. The priorities and activities of the organisation are shaped and guided by the indigenous communities that it supports. The organisation also has a role in strengthening indigenous voice on matters impacting on indigenous rights, livelihoods and culture: namely the loss of indigenous lands through illegal land grabbing and the Government’s granting of economic land concessions on indigenous homelands.

    The main goal of the organisation is seeing indigenous youth have the capacity to produce and use high-quality media with the participation and encouragement of their elders. They will use these media to raise awareness of important issues to their communities and relevant stakeholders.

      The project titled Indigenous People Voices promotes voices of indigenous people through community media. This involves empowering elders and young women with a disability by supporting them on how to access information and learning how to analyse this information better. The project enables the indigenous community to have wide access to information from outside thus gaining knowledge and experience as the basis for them to make informed decisions, participating in democratic processes that consequently increase their voices in the development of their communes and villages.

      Young indigenous people are supported in writing and sharing news stories in their own languages using multi-media approaches in order to let the outside world become aware of the issues that the community is facing. The elder indigenous leaders take on the roles to educate and advise the young generation on media products produced. This project envisions a unique relationship with other media stakeholders through gaining their interest in the development of their communes and villages. This gains their interest in indigenous people’s issues and to broadcast these on national and local news.

    Nothing about us without us: Our voices

    “I am very proud of what we have done for our community because people in my community can now access and analyse information properly before they trust it. I learned how to produce video documentation for education which contributed to strengthening the solidarity of our community. In the future, I want to see my fellow young IP have the capacity to become a community media, create a role model community, and produce more videos related to issues and concerns that our community wants to share with people outside our community.” – Ms. Sav Pach, member of young IP from Lae community.

    The organisation Conserving Indigenous People’s Language (CIPL) arose from the challenges of Indigenous People (IP) accessing information and opportunities. The lack of information and knowledge took away these people’s voices and caused them to be left out in development activities. Through the “Indigenous Voices” project, CIPL supported 2 community media centres used by IP.

    As a result of the project’s capacity building activities, young IP from 2 villages are now able to produce video, film, and audio materials with content on indigenous stories that they broadcast on social media. To this effect, the groups has been able to produce 192 videos (both practice and official videos), including sound dubbing into indigenous languages (Tompun, Kreung, Kachok, and Jaria). The videos produced so far were about protected areas, land used by the communities, and ways of life of IP. The videos have attracted a remarkable number of people on social media. The group also produced 2 videos on COVID-19 prevention measures in the local language.

    As a result of CIPL’s work, the voices of young IP in the project targets areas have become louder through their active reporting on community issues to the public via social media. They were able to raise their concerns and needs to the public and local authorities. The dissemination of information through film has shown to be a very useful tool for educating IP to analyse information about social issues. To enhance participation by IP, their communities are now building more solidarity with the young IP by joining their activities on producing community media and maintaining the community media centres.
