CARREFOUR DEVELOPPEMENT (CAR.D) is a Malian, non-political and non-profit non-governmental organisation created in December 1993. The NGO was approved in February 1994 with receipt no. 0086 MATS DNAT from the Ministry of Territorial Administration and Security. It signed its framework agreement with the government of the Republic of Mali on 25 August 1994 and is registered under number 491, defining the legal framework of its cooperation. This agreement was renewed on 14 February 2008 and registered under number 0209/000491.
The NGO is structured in a general assembly, a steering committee and executive management. Its mission is to promote the participatory development of grassroots communities by strengthening their capacity for self-management.
Vision: To be a leading organisation in 5 years to transfer skills to enable the community to take charge of its own development.
Mission: To contribute to the improvement of the economic, social and cultural conditions of communities through relevant and innovative projects and programmes to support their own development in the areas of health, education, environment, decentralisation, gender promotion, agriculture, IGAs, conflict prevention and management.
To improve access to sexual and reproductive health services for young people, adolescents and women with hearing impairments, priority actions, such as a baseline study, will be used as evidence and argument in the advocacy actions to be undertaken. In addition, capacity-building activities, large-scale campaigns and joint activities with other organisations (Voice grant and non-Voice grant) will contribute to the national processes for the revision of law 02-044.
In practical terms, this will involve
- Improving the level of knowledge of the targets (providers and rights holders) about their sexual rights.
- Accompany and contribute to national advocacy processes aimed at the appropriation, popularisation and revision of law N°02-0544 through advocacy actions at the highest level.
- Carry out actions to facilitate communication between healthcare providers and their clients.

Objective: To improve the accessibility of young people, adolescents and women with hearing disabilities to sexual and reproductive health services Expected changes: At the end of the project 1) Deaf women are empowered in terms of accessibility to sexual and reproductive health services 2) Deaf women are able to file a complaint in case of GBV and to follow the chain of criminal procedures 3) There is a mapping of health centres accessible to women with disabilities Solutions: 1) Improve the level of knowledge of the targets about their sexual rights 2) Facilitate communication between health care providers and the targets 3) Strengthen the capacities of deaf women leaders about the criminal chain procedures in force in Mali 4) Vugarize the content of the law N°052 5) 5) Carry out advocacy actions (on line and off line) with women’s organisations for the inclusion of women with disabilities in the application of law N°052 6) Carry out a baseline study on the problem of access to sexual and reproductive health services for women with disabilities in Mali.
