    Ormoc-Kananga Leyte Farmers Federation (ORKALEFF) is composed of various farmer organisations with trained paralegal members. It is instrumental in the successful installation of 377 Certificates of Land Ownership Awards (CLOA) holders to a total area of 446.5217 hectares in Ormoc and Kananga, Leyte. Ever since its establishment in 2017, the federation assisted its members in fast-tracking their installation with the Department of Agrarian Reform (DAR), as well as in monitoring land rights-related cases.

    The federation also mobilised to show solidarity and provide assistance to agrarian reform beneficiaries in every installation activity, along with other key institutions. The federation’s support for the agrarian reform beneficiaries extended to post-installation activities, as an effort to protect the gains of agrarian reform. ORKALEFF ensures that the awarded lands are productive by promoting multi-cropping and being a conduit to access various support services from public and private providers.

      The Ageing Farmers Reclaiming their Promised Lands in Leyte project supports 100 women and men who are Agrarian Reform Beneficiaries (ARB) members of Ormoc-Kananga Leyte Farmers Federation (ORKALEFF) to formally occupy their awarded land after 22 years since titles were transferred to them under the Comprehensive Agrarian Reform Program (CARP). More than half of those to be installed are senior citizens or nearing their 60s, while other ARBs are women or heirs of deceased. After 20 years, the Department of Agrairian Reform (DAR) – Leyte actively began to install long-time Certificates of Land Ownership Awards (CLOA) holders into their awarded lands after ageing ARBs exerted pressure on DAR officials through dialogues and mobilisations to prioritise their immediate installation.

      ORKALEFF would like to maximise this window of opportunity and support its five-member organisations to be finally installed into their CARP-awarded land. More specifically, the support comes in: 1) Capacity building ARBs on their land rights, improve negotiation strategies and skills, and how to counter uncooperative former landowners who continue to block their entry; 2) Guidance on how to comply with the legal documentary requirements and procedures for ARB installation 3) Holding of security and installation planning with the Department of Agrarian Reform, the Philippine National Police and other agencies; 4) Conducting of actual installations into their awarded land, and 5) Conducting of farm planning and organisational development with a perspective on gender issues and sustainable agriculture practices.
