    JUWAZA was established in 2001 as non-profit and nongovernmental organisation. Originally, the association had been designed to serve the retirees of the public sector but it was later reformed in 2005 to work for all older persons in Zanzibar. The association has been registered under the Society Act no. 6 of 1995. JUWAZA works to advocate for the rights and entitlements of older people in Zanzibar including issues like pensions, health rights and general social services.

    Dungabweni is an informal forum established on the 30th October 2014 by the older people of Dungabweni for and by all older people of Dungabweni (aged 60 and above). Dungabweni formed with aim of advocating for age friendly social services e.g. health care services.

    At the end of Project JUWAZA intend to help Dungabweni to have formal registration.

      The project Accountability of Elderly Pension: the case of Dungambweni has been designed to build capacity of the Dungabweni older people’s forum to monitor progress and status of the universal pension in their Shehia and conduct advocacy for improvement (effectiveness, accountability and participation) based on the evidences generated from the monitoring. Additionally, the project equips the elders of Dungabweni with knowledge concerning the Zanzibar social welfare policy 2014, advocacy skills and important information or issues related to the Zanzibar universal pension scheme. Elders trained on the older citizen monitoring and equipped with advocacy skills can monitor and advocate for the pension and many other important issues e.g.health and other social services.

  • Results

    As a result of this project, the President of Zanzibar and the Chairperson of the Revolutionary Council promised to increase the Universal Pension Scheme by October 2020.

    He also promised to establish a basket fund for Older People in Zanzibar. JUWAZA advocacy and lobbying have resulted in the formulation of the Zanzibar Older People’s law which is awaiting signing by the President of Zanzibar.

    JUWAZA also formulated and registered an older people forum at Dungabweni to discuss the enforcement of its constitution, financial regulations and five-year strategic plan. The older people forums that were organized by JUWAZA in collaboration with the village leaders (shehias) increased the number of registered elderly people that were benefiting from the universal pension scheme. The forums also helped the shehias to identify other elderly people who were eligible to receive the fund but were not registered.

    A total of 104 older people have benefited from the implementation of the Zanzibar Universal Pension Scheme project at Dungabweni. Due to awareness creation and training conducted by JUWAZA, older people in Dungabweni are now able to seek help or report complaints. The older people have also reported being satisfied by services delivered at the pay point, the pace of the registration process as well as fairness and even tenderness in the process of the pension scheme.
