The Highlanders Association (HA) is an indigenous people-led organisation, established in 2001 through a comprehensive discussion with indigenous communities in Ratanakiri province, northeast Cambodia. The objectives of the association is to give priority and power to indigenous communities, so that they can protect their lands, natural resources, identity, and rights to receive proper education. These issues have been at the heart of activities of the Highlanders Association in supporting indigenous communities in Ratanakiri province. Currently, the Highlanders Association has been working with 94 communities in 18 communes in Ratanakiri, including Tompoun, Kreung, Proav, Jaray, Kajak, Kavaet, and Lon.

Project
The project Village Orientation for Innovation: empowering indigenous women empowers the voice of indigenous women to take leadership in gender and play a key role in gender mainstreaming on natural resources management. The project works with Jarai Indigenous women in 5 villages. Twenty-five village gender changes agent (VGCA) are selected (5 VGCA for each village) in 2 districts called Oyadav and Andongmeas in Ratanakiri province.
A Highlander Association’s Gender Change Agent works on designing and transferring the approach of gender road maps and other gender knowledge to the VGCAs who will in their turn continue to work with community members at the villages level including women and men, girls and boys, elderly women and men and peoples with disabilities.
The Project involves Indigenous women at all levels of engagement and decision making in community and family planning and public services, to transform conventional development approaches. This will help change perspectives and attitudes of community members especially conceptual ones vis-a-vis women.
